What We Do

Propcom+ interventions are delivered using a market systems approach. We currently work through strategic partnerships with businesses and other market actors to implement activities across three (3) broad-based market portfolios and two cross-cutting portfolios focused on integrating access to finance and enabling policies.

Market systems approaches address the underlying causes of poor performance in specific markets that matter to people living in poverty, in order to create lasting changes that have a large-scale impact (Beam Exchange). Thus, market systems approaches seek to build the capacity of players or actors in the value chain to respond to market failures and to work more effectively to facilitate wider systemic changes.

Thus, we are working through strategic partnerships with businesses and other market actors to implement activities across three (3) broad-based market portfolios and two cross-cutting portfolios:

Portfolio 1: Animal Health & Productivity

As rural animal health markets have continued to strengthen across Nigeria, driven by increased adoption and scaling of the last mile vaccination service delivery model, Propcom+ is now focused on expanding this portfolio to support a sustainable and commercially viable rural animal health ecosystem. This will be driven by increased local production and last-mile distribution of suitable vaccines and other animal health services for smallholder farmers.

Interventions:

Scaling Last-mile Delivery of Vaccination Services

This intervention is strengthening last-mile access by replicating and scaling the Community Animal Health Workers (CAHWs) and the Veterinary Para-Professionals (VPP) model. It seeks to strengthen and commercially position CAHWs/VPPs within veterinary pharmaceutical business models so they can deliver reliable last-mile vaccination and advisory services to farmers. This involves:

Supporting veterinary pharmaceutical companies to strengthen rural distribution channels for suitable poultry/livestock vaccines by leveraging Community Animal Health Workers (CAHWs) and Veterinary Para-Professionals (VPPs) to reach smallholder farmers.
Now focusing on scaling partner-led models, strengthening the enterprise viability of CAHWs/VPPs through additional services and improved business performance, and embedding training, certification and standards within relevant sector institutions.

Increasing Poultry and Livestock Vaccine Supply

This intervention is supporting veterinary pharmaceutical companies to build the needed capacity for a more sustainable supply of vaccine products for smallholders through partnerships and providing support to unlock investments and other commercial capital. It does this by:

Increasing the National Veterinary Research Institute (NVRI) ‘s production capacity to produce Newcastle Disease Virus Strain i2 (NDI2) and Peste des Petits Ruminants (PPR) vaccines by sevenfold.
Facilitating investment opportunities for veterinary pharmaceutical companies to set up vaccine production units in-country.
Working with regulatory bodies, veterinary input importers, and other key market actors to improve the ease of vaccine importation and/or local commercialisation.

Portfolio 2: Climate Smart Seeds & Seedlings

Propcom+ is strengthening the Nigerian seed market system by promoting availability and accessibility of climate-adapted seed varieties to smallholder farmers. The portfolio continues to build on results and lessons learned from three years of implementation (2023 – 2025), leveraging proven models and strategic partnerships for scale and sustainability of seed varieties to smallholder farmers, especially in underserved markets.

Interventions:

Scaling the Rural Seed Promoter (RSP) Model

This model aims to address the challenge of limited access to improved climate-smart seed varieties by smallholder farmers in rural areas. This involves:

Seed companies are supported to identify and recruit micro-entrepreneurs and train them to act as intermediaries to promote and sell seeds to smallholder farmers at the last mile, earning salary or profit margins and commissions from seed companies based on volume of seeds sold.
These micro-entrepreneurs provide trainings and advisory services for farmers to understand the benefits of investing in improved seeds for crop production.
In year 4 (2026), the intervention is adapting to support Rural Seed Promoters (RSP) to expand their service offerings to include other agricultural input and services to improve their enterprise, and to facilitate aggregation and market linkages.

Increase the availability and quality of Early Generation Seeds (EGS)

The programme is driving a targeted advocacy campaign to the FG/regulatory agencies/subnationals to facilitate a two-pronged model:

Relaxing highly inflexible policy restrictions, through setting up eligibility criteria to allow for top-tier seed companies to participate in the breeder seed production.
Institutionalise seamless and less bureaucratic supply chain pathways for seed companies to access breeder seeds.

Portfolio 3: Large-Scale Commodity Sourcing

Propcom+ is strengthening the market for commodity sourcing and promoting import substitution by working with food and beverage processors to ensure sustainable, quality raw materials supply from smallholder farmers and commercial producers. These efforts include working in nascent markets through piloting local production of niche crops (barley) while scaling processor-led sourcing for other key commodities (e.g. cassava, groundnut, sorghum, sesame, ginger etc.).

Interventions:

Supporting and Strengthening local production, aggregation and sourcing of commodities with lead firms/processors (barley, sesame, etc.)

Propcom+ supports both new and existing market actors to enter and expand local commodity markets, beginning with barley. This includes farmers, input suppliers, aggregators, and service providers. The intervention focuses on reducing the early-stage risks associated with introducing new crops and production systems by supporting pilot sourcing models, the adoption of improved seed varieties, and effective aggregation mechanisms. The intervention:

Operates through a contract farming arrangement that links smallholder farmers to a structured market, ensuring access to quality inputs, technical support, premium pricing incentives, and a guaranteed buyer.
Helps demonstrate commercially viable production and sourcing models that can be scaled through sustained private sector investment.

Supporting Scaling and Strengthening of Commercial Sourcing Systems of Lead Firms and Intermediaries (Cassava, Groundnuts, Soybeans, Cocoa, etc.)

This intervention focuses on scaling structured local sourcing models with processors and large buyers in commodities such as cassava, groundnuts, soybean and sesame, as well as moderate market volatility, and ultimately increase the smallholder incomes. In the model:

Propcom+ partners with processors/Aggregators, cost-share on input, training, extension services and technology for new smallholder farmers, enabling the farmers to adopt improved practices, raise productivity, reduce post harvest losses, and sustainably expand production while protecting landscapes.
Processors/Agrgregators sign offtake agreements (MoU, LPO’s) with farmer clusters/producer organisations which strengthens aggregation systems, quality standards, and stable supply contracts create predictable farmer–buyer linkages.
