Our focus is on creating inclusive, resilient and commercially viable market systems that benefit smallholder farmers, agribusinesses and rural communities. By fostering private sector leadership, facilitating investment-led growth and promoting innovation, we help agricultural markets deliver better services, products and pathways to prosperity.
Programme Approach
Now in its fourth year of implementation, Propcom+ continues to facilitate sustainable, pro-poor, and climate-resilient growth across selected rural markets. Operating as a market systems facilitator, the programme identifies constraints that limit market performance and catalyses systemic changes that enable markets to function more effectively for poor and climate-vulnerable smallholder farmers, as well as rural micro and small-scale enterprises.
Portfolio 1 – Livestock Health and Productivity
Focuses on improving livestock productivity and market performance through better access to animal health products, services and vaccine systems.
Interventions:
- Scaling last mile delivery of livestock vaccines through the Community Animal Health Workers (CAHW) and Veterinary Paraprofessional (VPP) model
- Poultry and livestock vaccine supply, including supply-side constraints and market coordination.
Portfolio 2 – Climate Smart Seeds
This focuses on improving farmer access to trusted, climate-smart and biofortified seed varieties
Interventions:
- Rural Seed Promoter (RSP) model for last-mile seed distribution
- Early Generation Seed/private-sector accreditation and seed-system strengthening.
Portfolio 3 – Large-Scale Commodity Sourcing
Focuses on structured sourcing relationships between producer groups, aggregators, processors and anchor buyers.
Interventions:
- Large-scale production, aggregation and supply of commodities such as barley, sorghum, sesame and other priority crops
- Producer, SME and aggregator readiness for structured sourcing, quality, contracting and offtake.
Cross-Cutting Portfolios – Access to Finance
Supports portfolio delivery by addressing finance constraints that limit partner investment, scale and adoption.
Interventions
- Improving access to financial services/products and investment opportunities for agribusiness MSMEs and smallholder farmer groups through deal brokerage, BDS support, investment deal making, financial readiness advisory, B2B matchmaking, etc.
- Facilitating Derisking Mechanisms for Agricultural Lending through Subnational and Market-led Actors.
Cross-Cutting Portfolios – Rapid Response Facility
Provides time-bound support for policy, technical or institutional issues that unlock portfolio delivery or wider programme objectives.
Interventions
- Rapid response applications for portfolio-linked policy or technical bottlenecks
- Short-term support to approved policy, regulatory or institutional opportunities.
