We are searching for an experienced Contract and Compliance Officer at our Abuja facility

Propcom+ is a FCDO-funded eight-year (2023-2030), rural and agricultural market development program supporting climate-resilient and sustainable agriculture and forestry that benefits people, climate, and nature. The program is implemented by The Palladium Group, and it aims to transform Nigeria’s rural economy by addressing environmental, social, and economic challenges in the country’s food and land-use system. It will do this by (i) increasing productivity, improving nutrition and food security; (ii) enhancing climate resilience, pursuing lower emissions, and protecting and restore nature, and (iii) helping tackle some of Nigeria’s underlying drivers of conflict and insecurity. It does this by working as a ‘market facilitator’, identifying constraints in market systems and facilitating changes to enable rural markets to work better for the benefit of poor and climate-vulnerable smallholder farmers and rural small-scale entrepreneurs.


Propcom+ has a target of increasing the incomes and climate resilience of 3.9 million poor and vulnerable people in Nigeria, 50% of whom will be women, through a “3Ps” approach of interlinked components:
P1: Scaling-up a focused basket of Proven climate-smart interventions around agricultural and primary processing / storage practices and models to get these adopted by millions of poor and vulnerable smallholder farmers and small-scale entrepreneurs.
P2: Building markets by developing and Piloting new business models that improve productivity, enhance resilience to climate change, reduce emissions, and improve nutrition outcomes.
P3: Enabling Policies that support a strengthened enabling environment for sustainable food and land-use system.


Primary Duties and Responsibilities: 

The Contract and Compliance Officer will support with the Propcom+ contract and compliance management process including the issuance and checking of due diligence documents for all sub-contractors, partners, consultants, service providers, etc. The officer will provide support to ensure that all procurement, contracting and due diligence meets the needs and expectations of the client, Foreign Commonwealth and Development Office (FCDO), and Palladium International Ltd (and Palladium International Development Nigeria Ltd).

REPORTING
S/he will report to the C&C Manager

Required Qualifications:

Create, maintain and track the Due Diligence register for all service providers, subcontractors, grantees and consultants.
Support to ensure completion of all due diligence assessment documentation before contracting.
Ensure close out of all Due Diligence improvement plan by partners and support with Capacity Building of partners
Drafting contracts and amendments to all service providers, partners, subcontractors, and consultants when due.
Conduct on-site visit to verify partners Due Diligence documentation assertion, report findings with recommendations.
Maintain an effective working relationship with Palladium Corporate Contract and Compliance function.
Support to develop and maintain clear program contracting/procurement processes, guidelines and contractual instruments that are in line with the latest relevant FCDO requirements.
Support to ensure fair and proper negotiations for all program contracts including service agreements, partnership agreements, subcontracts, and consultant agreements.
Support with maintenance of effective contracts, partnership, and procurement tracking and management systems and a due diligence tracker.
Support to ensure that all service providers, subcontractors, partners, or consultants are fully aware of FCDOs and Palladiums contractual requirements. This will be done through regular meetings, regular correspondence, face-to-face meetings, etc
Support with the maintenance of all relevant due diligence for all partners, service providers and subcontractors in the Touchstone (Metrics Led) system and coordinate with the Grants Team on Grantee Due Diligence.
Support with external audits and internal spot checks to ensure Propcom+ remains compliant with the standards of FCDO and Palladium International Limited
Ensure maintenance of electronic documentation systems for all related records ensuring that they are kept in line with project data protection and confidentiality policy.
Maintain good working relationships with the Grants Management and Finance teams.

Deploy consultative approach while working with both team members, consultants, and partners.
Foster good relationship among team members and demonstrate through attitude maintenance of a respectful and safe workplace.
Whenever tasked with management responsibility, ensure that good management practices are deployed.
