Engagement of a Financial Management Expert for Propcom+ Partner
Background
Propcom+ is a seven-year (2023 – 2030), rural and agricultural market development programme supporting climate-resilient and sustainable agriculture and forestry that benefits people, climate and nature. The programme is implemented by The Palladium Group and is currently in its implementation phase.
In 2024, The programme awarded grant funding to fourteen (14) private sector organisations and one state-owned organisation for the acquisition of critical infrastructural assets to enable them to scale their productivity or pilot new models with the potential to increase smallholder farmers’ climate adaptation and resilience. In addition to the grant funding, Propcom+ has also committed to support partners with capacity building in areas where a need is identified, including business operations and administrative management.
Purpose of Engagement
The programme seeks to engage a qualified financial management and internal control expert to provide capacity building supports in areas of financial management and bookkeeping supports to a Propcom+ partner.
Scope
The consultant will be expected to complete the following tasks under this assignment.
1. A review and assessment of the partner’s financial management policies and practices covering areas not limited to financial policies and financial governance structures, procurement, bookkeeping, finance personnel, financial reporting, internal controls procedures.
2. Identify gaps in the reviewed areas
3. Provide relevant support to close the areas of identified gaps, including identification of financial management and accounting software.
4. Submit an independent report of findings, support provided and recommendations for continued capacity building. Findings will be shared with partner prior to finalization to allow for any correction or additional information.
Deliverables
The following deliverables are expected from this assignment:
– Detailed Assessment Report submitted to the business management
– A Report of the gaps identified, support provided and recommendations.
– Hold a debrief meeting with both Propcom+ and Propcom+ partner.
Geography
Within Nigeria.
Expected LoE
A total of 10 days is anticipated for the consultant. The assignment is projected to take place within October 2025.
Management Arrangement
The consultant will work closely with the Grants Manager and will report to the Chief Operating Officer, who will oversee day-to-day activities and approved deliverables.
Consultant Profile Requirements
– Minimum 10 years’ relevant finance, accounting, and/or financial investigation/ audit experience
– In-depth knowledge of generally accepted accounting principles (GAAP)
– Previous experience institutionalizing financial management and strengthening organisations internal control systems.
Confidentiality
– The consultant will maintain confidentiality throughout the engagement and ensure that all sensitive information is handled professionally
Application Information
1. Applicants’ submission pack will include a capacity statement and most recent CV
2. Consultant is also expected to state daily rate for the assignment in the response email and be willing to share support documents to the referenced daily rate (the programme reserves the right to negotiate based on allocable/approved budget for the assignment)
3. Currency of quotation and payment is Naira (NGN)
4. Final deliverable and deliverable timelines will be reflected in agreement.
5. Logistical arrangements within the scope of the assignment will be handled by the programme.
If selected, candidate will
1. Complete the Programme’s DD and COI form and submit valid Means of Identification for DD checks/screening
2. Acknowledge and be willing to abide by the provisions on Palladium’s supplier Handbook and business code of conduct
3. Provide of bank details and TIN.
4. Abide by the programmes 30 days payment cycle after approval of deliverables and submission of invoice through the line manager.
