DESCRIPTION:Agriculture budgets and expenditures serve as the means through which agricultural policies are translated into tangible and targeted developmental actions. Government decisions on how to allocate and spend financial resources directly affect the agricultural programmes adopted and the well-being of citizens. However\, misallocation\, incorrect prioritisation\, abuse\, and mismanagement of funds pose significant challenges to the efficiency and effectiveness of agricultural service delivery. Citizens’ participation and civil society involvement in the processes of agricultural budgeting and financial management are essential for: promoting transparency and accountability regarding agricultural expenditures\, creating safeguards against corruption\, and ensuring that public funds are allocated fairly and disbursed in ways that adequately address the interests and needs of the private sector\, including women and marginalised groups. \nPropcom+ is bringing together CSOs\, BMOs\, farmer groups\, and organised private sector actors to:\n1. Strengthen platforms of market enablers for improved agricultural governance\, policy implementation\, planning\, and service delivery\, while supporting climate-resilient and conflict-sensitive agricultural practices at subnational levels.\n2. Facilitate linkages between governments: State\, LGAs\, private sector actors\, and non-state actors to scale and sustain market system solutions\, while addressing existing challenges.\n3. Provide a roadmap for state and LGA-level focused engagement processes with key actors on the implementation of agricultural development: (Policies\, plans\, and budgets).\n4. Integrate strategic advocacy and communication to promote informal rules\, norms\, and practices that influence agricultural market behaviour\, aiming to improve market functionality\, promote inclusive participation\, and strengthen transparency in rural agricultural systems.

SUMMARY:Seed Industry Practitioners’ Forum
DESCRIPTION:As part of its policy reform agenda\, Propcom+ is supporting efforts to improve the performance and coordination of regulatory institutions within Nigeria’s seed sector. Nigeria’s seed sector is constrained by fragmentated regulations\, bureaucratic delays\, weak institutional coordination\, and underdeveloped enforcement and policy implementation systems. These issues limit the availability and accessibility of quality-assured seeds for smallholder farmers and undermine the scale-up of innovations such as biofortified and climate-resilient crop varieties. The National Agricultural Seed Council (NASC) and the National Variety Release Committee (NVRC) play critical roles in seed certification\, standard setting\, and the release of improved seed varieties\, but are often constrained by systemic inefficiencies\, lack of coordination\, and limited stakeholder engagement. \nTo help address these systemic constraints\, Propcom+ in partnership with HarvestPlus will be convening key stakeholders in a Seed Industry Practitioners’ Forum aimed at identifying core regulatory gaps\, operational challenges\, and institutional weaknesses in the seed sector. This will then inform the development of a Joint Action/ Improvement Plan and Accountability Framework to guide reform implementation\, and technical support provided to NASC\, NVRC\, and other regulatory agencies.

Supply chain issues\, higher costs\, and uncertain markets have left many at risk. A huge global funding gap remains\, despite clear opportunities to grow. \nTo help these businesses succeed\, better policies and more accessible funding are crucial. Support for skills training\, innovation\, and fairer rules can also make a big difference. Since many operate outside the formal system\, making it easier to register\, access benefits\, and follow labor laws will help create better jobs and stronger economies.
